OSS strengthens the capacities of Libyan institutions towards accreditation to the Green Climate Fund

From 19 to 21 August 2026, in Tunis, the Sahara and Sahel Observatory is organising a workshop dedicated to accreditation to the Green Climate Fund (GCF), as part of the GCF-funded READINESS Libya II project.

The workshop brings together representatives of three Libyan institutions expected to play an important role in mobilising and implementing climate finance: the Libyan Environmental Protection Fund (LEPF), the Renewable Energy Holding Company (REHC), and the Libyan Center for Studies and Research in Environmental Science & Technology (SRCEST).

Access to international climate finance requires strong institutional capacities, transparent governance, and management systems that meet the requirements of international financing mechanisms.

Through this workshop, the OSS is supporting Libyan institutions in understanding the Green Climate Fund’s accreditation framework, while enabling them to assess their level of readiness and identify priority actions to be undertaken.

Beyond technical presentations, the training adopts a participatory and operational approach, combining case studies, practical exercises, self-assessments, and institution-specific work. This approach helps deepen participants’ understanding of the GCF’s key requirements, particularly in the areas of financial and fiduciary management, governance and integrity, procurement, project management, environmental and social risk management, gender mainstreaming, monitoring and evaluation, and grievance redress mechanisms.

The objective is to make structured progress, from understanding requirements and strengthening knowledge to assessing existing capacities and consolidating the institutional arrangements needed to effectively access, manage, and implement climate finance.

Through READINESS Libya II, the ambition is to go further by consolidating the national climate finance ecosystem and strengthening the capacities of institutions that could play a direct role in mobilising and implementing climate resources.

Through its technical support and capacity-building assistance, the OSS is helping strengthen the readiness of Libyan institutions to meet international standards and create favourable conditions for more effective mobilisation of climate finance in support of climate action and sustainable development.
