OSS DRESS-EA Supervision Mission team welcomed in Uganda by the Ministry of Water and Environment

Kampala, October 20th, 2025

As part of the “Strengthening Drought Resilience of Small Farmers and Pastoralists in the IGAD Region (DRESSEA)” project, a delegation from the Sahara and Sahel Observatory (OSS), composed of Mr. Ghazi Gader, Mr. Robert Onyango, and Mr. Zied Sediri, started the fourth supervision mission in Uganda with a courtesy visit to Dr. Callist Tindimugaya, Commissioner for Water Resources Planning and Development at the Ministry of Water and Environment (MWE) in Kampala, on 20th October 2025.

Dr. Tindimugaya warmly welcomed the OSS team, reaffirming the Ministry’s longstanding and fruitful collaboration with the Organization. This partnership, initiated under the EURECCCA project, has continued to deepen over the years, built on mutual trust, shared objectives, and a joint commitment to advancing sustainable natural resource management across the IGAD region.

During the meeting, Dr. Tindimugaya emphasized the importance of sustaining and further strengthening this vital cooperation. He called for an open, interactive, and results-oriented dialogue to ensure that the ongoing supervision mission produces concrete, actionable recommendations that directly support Uganda’s implementation of the DRESSEA project. He also underlined the need for close coordination between the national team, GWPO, and OSS to promptly identify and resolve any operational challenges.

Echoing this spirit of partnership, Mr. Ghazi Gader outlined the main objectives of the supervision mission, which runs from 20 to 24 October 2025 in Kampala. He highlighted the urgency of accelerating the implementation of the remaining activities, as the project enters the final six months of its no-cost extension phase. The mission, mainly aims to review progress in project execution, assess financial and procurement processes, evaluate the monitoring and evaluation framework, and identify alternative approaches and practical measures to ensure timely completion of activities.

The meeting successfully set a constructive and collaborative tone, reinforcing a shared commitment to transparent and effective project execution. Crucially, this supervision mission will also lay the groundwork for future cooperation in advancing sustainable natural resources management across the region.
