Libya Turns Climate Ambition into Action with OSS Support

Libya is taking a decisive step toward transforming its climate priorities into concrete, investable action.

Led by the National Designated Authority (NDA) within the Ministry of Environment, and supported by the Sahara and Sahel Observatory (OSS), national stakeholders gathered in Tripoli to validate Libya’s first Country Programme for the Green Climate Fund (GCF).

More than a strategic document, the Country Programme provides Libya with a nationally owned roadmap for climate investment. It identifies the country’s priorities and strengthens its ability to engage international climate finance around solutions defined by Libyan institutions and aligned with national needs.

The process brought together ministries, technical institutions and members of the National Climate Change Committee around a common ambition: to strengthen Libya’s capacity to shape and lead its climate response.

From priorities to concrete solutions
The discussions moved beyond planning to focus on action.

Two priority initiatives were advanced: a Multi-Hazard Early Warning System to strengthen preparedness and resilience to climate-related risks, and a Solar Rooftop Programme to expand clean energy solutions across public institutions.

Together, these initiatives illustrate Libya’s transition from identifying climate challenges to developing practical solutions capable of attracting investment and delivering tangible benefits.

The workshop also explored a longer-term objective: enabling Libyan institutions to access climate finance more directly. Potential national entities discussed the requirements for future GCF accreditation and the capacities that will need to be progressively strengthened.

The ambition is to build lasting national expertise and reinforce Libya’s ability to take greater ownership of its climate finance agenda.

OSS: connecting national priorities to climate finance
Through the Readiness Libya II Project, OSS is accompanying Libya along this pathway by linking national priorities with technical expertise, project preparation and international climate finance mechanisms.

Working alongside the NDA, OSS contributes to strengthening national capacities, structuring a pipeline of climate initiatives and creating stronger conditions for access to climate investment.

This support reflects a broader commitment of OSS to its Member States: helping countries transform climate priorities into nationally driven, finance-ready solutions.
With its first GCF Country Programme validated, two priority initiatives advanced and a clearer pathway toward stronger national access to climate finance, Libya is moving into a new phase.

From planning to projects, and from access to greater national ownership, Libya is building the foundations of a more resilient and climate-ready future.
