Strengthening National Consultation Mechanisms for Climate Action Aligned with Libya’s National Priorities

Tripoli, January 25-27, 2026

As part of its ongoing commitment to strengthening the institutional framework for climate finance in Libya, the Sahara and Sahel Observatory (OSS), in collaboration with the Secretariat of Libya’s Green Climate Fund (GCF) National Designated Authority (NDA), organized a national workshop and a series of stakeholder consultation meetings in Tripoli from 25 to 27 January 2026.

These exchanges were conducted under the GCF-funded READINESS Libya II project and build on the dialogue initiated during consultations with international technical and financial partners held in Tunis in December 2025.

The workshop brought together senior representatives from key national ministries and institutions, including those responsible for Environment, Planning, Oil and Gas, Electricity and Renewable Energy, Industry and Mines, Water Resources, Agriculture and Livestock, Finance, as well as Local Governance. Strategic public enterprises—such as the National Oil Corporation, the General Electricity Company of Libya, and the Libyan Renewable Energy Authority—also took part, alongside financial institutions and research organizations specializing in climate-related issues.

The discussions focused on presenting the project’s objectives, particularly the development of a national strategic roadmap and a GCF Country Programme, with specific emphasis on strengthening the capacities of the NDA. These instruments aim to identify, structure, and prioritize a portfolio of projects fully eligible for GCF financing. The sessions thus provided an essential platform for mapping ongoing climate initiatives in Libya, with a view to ensuring coherence, complementarity, and alignment of future interventions with GCF investment criteria.

These exchanges fostered a shared understanding of priority investment areas and helped lay the foundations for enhanced interinstitutional coordination, which is essential for the effective implementation of the country’s climate commitments.

The consultation process continued through a series of sectoral meetings, during which in-depth discussions were held with officials from the energy, ecosystems, water resources, and finance sectors. These meetings made it possible to conduct a detailed assessment of existing institutional capacities, ongoing programmes, and initiatives with strong bankability potential that could be developed into full project concepts for GCF financing.

Overall, this work led to the identification of priority climate initiatives aligned with Libya’s Nationally Determined Contribution (NDC), National Adaptation Plan (NAP), national development plans, and international climate commitments. It also strengthened coordination mechanisms among the relevant ministries and advanced the preliminary mapping of national entities with potential for GCF accreditation.

These achievements mark a concrete step in translating Libya’s climate policies into a structured project pipeline, thereby initiating the transition from strategic planning to operational implementation.

Through this consultative approach, OSS reaffirms its role as a committed partner, guided by the principles of national ownership, inclusive consultation, and institutional alignment. In doing so, it supports Libya in its transition toward concrete climate action fully aligned with its national sustainability vision and international commitments.

A feedback and validation workshop will be organized to share the outcomes of this process with all concerned stakeholders and to consolidate the next steps for implementation.
