READINESS Libya II Closing Workshop | Libya Strengthens its National Climate Finance Framework

Tripoli, 7 October 2026

The Interministerial Dialogue on Climate Finance and the closing workshop of the READINESS Libya II project brought together representatives from the environment, agriculture and water resources sectors, as well as institutions involved in climate action, in Tripoli on 7 October. Funded by the Green Climate Fund (GCF) and implemented by the Sahara and Sahel Observatory (OSS), the project has strengthened national capacities and helped establish key tools to improve Libya’s access to climate finance.

The meeting was chaired by H.E. Dr Mohamed Sidi Ibrahim, Minister of Environment, alongside representatives of the Ministries of Agriculture and Livestock and Water Resources, as well as Mr Nabil Ben Khatra, Executive Secretary of OSS. It provided an opportunity to review the project’s achievements and identify the next steps.

READINESS Libya II has notably supported the preparedness of the National Designated Authority (NDA) to the GCF, strengthened the capacities of relevant institutions, improved coordination across sectors and contributed to the development of Libya’s GCF Country Programme. An initial portfolio of climate projects has also been developed.

The Country Programme is expected to better align national priorities with GCF funding opportunities and guide the preparation of future investments. Its ownership by the relevant ministries will be critical to advancing priority projects towards financing and implementation.

Three Libyan institutions have also received support in preparing for the GCF accreditation process. In the longer term, this effort is expected to strengthen the country’s capacity to access climate finance directly and manage these resources through its own institutions.

H.E. Dr Mohamed Sidi Ibrahim stressed the need to sustain coordination across sectors and develop a portfolio of projects capable of mobilising international finance. He reaffirmed the Ministry of Environment’s commitment to supporting this process.

For Mr Nabil Ben Khatra, Executive Secretary of OSS, the achievements of the project should now enable Libyan institutions to better structure their priorities, strengthen their engagement with international financing mechanisms and prepare robust projects capable of moving towards investment.

The Interministerial Dialogue therefore focused discussions on the way forward: maintaining coordination mechanisms, continuing to develop the project portfolio and mobilising the resources required for implementation.

With the completion of READINESS Libya II, Libya now has strengthened tools, capacities and coordination mechanisms to further develop its climate finance framework and improve access to international climate finance.
